Legalization of casino gambling
Throughout the state’s history, gambling has mostly revolved around two racetracks. During the early 20th century, the state’s constitution dealt with only one type of gambling. Horse racing was legal for several years, and dog races were allowed for a short time.
In the 1990s, racino operations expanded. These facilities are primarily located in the Midwest and Northeast. Taxes on racinos are used for property tax relief and tourism. They are also earmarked for state and local government services.
During the Great Recession, the tax revenues of state and local governments declined. Many states were looking for ways to raise money. Some states began adding additional forms of gambling, such as poker and table games at racinos. Others expanded their lottery operations. In the end, 23 states saw a decline in overall gambling revenue.
The State of Arkansas has a public policy against gambling on credit. Any individual playing these games without a state license can be fined between $10 and $25.
Legalization of sports betting
During the November 6 election, Arkansas voters approved a constitutional amendment that legalized sports betting. It is the eighth state to approve this new form of gambling.
The legislature had to pass a law to implement the new gambling option. The first casino in the state to offer sports betting is Oaklawn Racing Casino Resort in Hot Springs. The state also approved table games and other casino games.
Mobile sports betting is now legal in Arkansas. A license is required to operate a mobile sportsbook. The first wager was booked on July 1, 2019 at Oaklawn Racing Casino Resort. Eventually, online sportsbooks will join the brick and mortar casinos.
There is some controversy over the legality of betting on sports in the state. The law prohibits wagering on collegiate and in-state collegiate events. However, it does allow wagering on game results, performances, and other competitive events.
The Arkansas Racing Commission is responsible for regulating the industry. Two commercial casinos are scheduled to open in the near future. The Eastern Band of Cherokee Indians will operate retail sportsbooks at the casino’s two locations in the Appalachian Mountains.
Regional variants of casino games

It would have allowed for four new casinos. One of the proposed casinos would have been located in Jefferson County, while the other three would have been located in Boone, Miller and Washington counties.
Legality of sweepstakes
Historically, Arkansas has been hostile towards gambling. There were only two racetracks within state lines until the early 2000s. During that time, betting on horse races was the only form of gambling legal in the state.
However, in 2005, two commercial casinos opened in the state. These casinos are Oaklawn Park Racing and Gaming in Hot Springs and Southland Casino Racing in West Memphis. The state’s only other legal gambling locations are at the Saracen Casino Resort in Pine Bluff, the Chumba Casino in Little Rock, and the River Valley Casino Resort in Russellville.
In November 2018, voters in Arkansas approved the expansion of gambling laws. This vote allowed for the establishment of two new casinos in Jefferson and Pope counties, which will include sports betting. The two casinos were built as racetracks, but they are now racinos, meaning that they offer a full-service casino.
